We have just learned that the Tariff Commission of the State Council has released the “2026 Tariff Adjustment Plan,” which will take effect on January 1, 2026. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Plan thoroughly implements the spirit of the 20th National Congress of the Communist Party of China and the resolutions of successive plenary sessions of the 20th Central Committee. It fully, accurately, and comprehensively puts into practice the new development philosophy, accelerates the establishment of a new development pattern, adheres to the general tone of seeking progress while maintaining stability, and makes scientific adjustments to provisional import tariff rates, optimizes tariff item classifications, and continues to apply agreed-upon and preferential tariff rates. This plan will help lead the development of new-quality productive forces, meet the growing needs of the people for a better life, expand high-level opening-up, and promote high-quality development.

To enhance the synergistic effects of the domestic and international markets and leverage both domestic and global resources, in 2026, provisional import tariffs lower than the most-favored-nation rates will be applied to 935 items. First, we will promote high-level self-reliance and self-strengthening in science and technology, and foster the development of a modern industrial system. Reduce import tariffs on key components such as CNC hydraulic air cushions for presses, special-shaped composite contact strips, and advanced materials. Second, it helps promote a comprehensive green transformation of economic and social development. Reduce the import tariffs on resource commodities such as recycled black powder and unroasted pyrite used in lithium-ion batteries. Third, we will intensify efforts to safeguard and improve people’s livelihoods, thereby accelerating the building of a Healthy China. Reduce import tariffs on medical products such as artificial blood vessels and diagnostic kits for certain infectious diseases. In addition, to enhance the endogenous driving force of the domestic large-scale circulation, and in light of changes in China’s industrial development and supply-demand conditions, we will, within the scope of China’s commitments upon accession to the World Trade Organization, abolish the provisional import tariffs on products such as micro-motors, printing machines, and sulfuric acid, and resume applying the most-favored-nation tariff rates.

 

To further deepen economic and trade cooperation and promote regional integration, in 2026 we will continue to apply the agreed-upon tariff rates to certain imported goods originating from our 34 trading partners, based on the 24 free trade agreements and preferential trade arrangements signed between us and these partners.

To promote economic and trade cooperation with the Least Developed Countries and assist their development, in 2026 we will continue to grant zero-tariff treatment to 100% of tariff lines for products originating from the 43 Least Developed Countries that have established diplomatic relations with us. In accordance with the Asia-Pacific Trade Agreement and the exchange of notes between our government and the governments of relevant ASEAN member countries, we will also continue to apply preferential tariff rates to certain imported goods originating from Bangladesh, Laos, Cambodia, and Myanmar.
