Due to the upcoming National Games, the Guangzhou Maritime Bureau will implement special safety supervision for vessels entering Guangzhou, from November 5 to November 21, 2025. This initiative primarily focuses on regulating navigation, anchoring, and operations of ships within designated control areas. Here are the specific requirements:

Specialized Information Report

Chinese-flagged vessels: departing from ports within the country, You must complete the special information report via the "Maritime Connect" app before sailing. If you temporarily change your destination port and enter a controlled waters area, you must submit the supplementary report no later than 1 hour before entry.

Ships operating permanently or long-term in controlled waters must complete their initial report by November 1. Any changes to the information must be reported immediately thereafter.

Foreign-flagged vessels: Security-specific inspections will be conducted by the maritime administration authority of the port of departure.

Specialized Safety Inspection

Chinese-flagged vessels: Vessels departing from within China must apply to the maritime authority at the port of departure for an inspection. Only after rectifying any identified deficiencies and successfully passing a re-inspection can they enter the controlled waters.

Directly arriving vessels from overseas are uniformly inspected by the Guangdong Maritime Bureau.

Fixed-operation vessels must apply for inspection by November 5; failure to do so will result in restricted access to the area.

Exemption: Vessels that have already undergone the "Special Safety Inspection for Ships Entering Shanghai" between October 21 and November 10 are exempt from applying for an inspection upon entering Guangzhou, but must retain their certificate of compliance.


 

Circumstances for reapplying for inspection

If the vessel experiences any of the following situations, a re-application for inspection is required:

Occurrence of water traffic accidents at or above the general level;

Major navigation or anti-pollution equipment failure;

Changes in crew information or discrepancies between the special report content and actual conditions.

Controlled waterway area: The region enclosed upstream of Huangpu Bridge, East Saudi Bridge, the east and west spans of Zhujiang Bridge, and downstream of Nanpu Third Bridge.
