1. Choose a Testing Institution

Select a laboratory accredited by CNAS and qualified with ISO 17025 to ensure it is authorized to issue a valid UN38.3 report.

 

2. Submit Application and Prepare Materials

  • Fill out the application form

Submit the UN38.3 certification application to the selected laboratory, fill in the relevant application form, specifying the applicant unit, manufacturer and address, product name, model, and other information.

  • Prepare materials

Provide battery technical documents, including composition, design drawings, circuit diagrams, etc.; prepare the test commission letter and manufacturer's business license; also provide battery specifications, packaging photos, test samples, etc. Samples should cover different batches, usually 24-30 pieces.

3. Sample Pre-treatment

Ensure the battery sample's state of charge (SOC) does not exceed 30% to meet testing requirements.

4. Document Review

The laboratory reviews the submitted materials to confirm completeness and accuracy. If there are omissions or non-compliance, they will notify for supplementation and improvement.

5. Sample Testing

The laboratory tests the samples according to the UN38.3 standard, including eight safety tests: altitude simulation, temperature cycling, vibration, shock, external short circuit, overcharge, forced discharge, etc. If lithium batteries are not installed with the device and each package contains more than 24 battery cells or 12 batteries, a 1.2-meter free drop test is also required.

6. Report Review and Issuance

  • Report Review

After testing, if all samples pass, the laboratory will issue the UN38.3 test report, which must include test data, conclusions, and transportation condition descriptions.

  • Certificate Issuance

After the report review is approved, the UN38.3 mark can be affixed. Some countries require simultaneous application for a transport appraisal certificate, such as air and sea transport appraisal.

 

 The entire processing cycle for routine testing is about 5-7 working days; complex models or rectifications may extend the time. Fees vary based on battery type and test items. If the test fails, design defects must be investigated and retested.
