On August 15 local time, the Trump administration in the United States announced an expansion of the 50% tariff on steel and aluminum imports, including hundreds of derivative products in the tariff list.

　　The U.S. Department of Commerce stated in the Federal Register announcement released that evening that the Bureau of Industry and Security has added 407 product codes to the Harmonized Tariff Schedule of the United States, and these products will be subject to additional tariffs due to their steel and aluminum content.

I. Tariff Implementation Details

• Effective date: The new tariff regulations apply to relevant products entering consumption or withdrawn from warehouses for consumption at or after 12:01 AM Eastern Time on August 18, 2025.

• Tariff calculation method: Calculated based on the steel/aluminum content of each product. For example, if a product contains 50% steel/aluminum, then half of the product will be subject to the steel and aluminum tariff (the portion subject to steel and aluminum tariffs will not be subject to additional equivalent tariffs); the other half will continue to be subject to normal tariffs (including equivalent tariffs).

• Tariff rate: Currently, the U.S. tariff rate on Chinese steel and aluminum products is 50%.

II. Tariff Calculation Example

• Example product: A product worth $100 with 50% steel/aluminum content and a base tariff rate of 5%.

• Unified tariff calculation: 100 × (5% base + 20% fentanyl tariff) = $25.

• Tariff on 50% steel/aluminum content: 50 × 50% steel and aluminum tariff = $25.

• Equivalent tariff to be paid excluding the steel and aluminum portion: 50 × 10% = $5.

• Total tariff payable: 30 + 25 + 5 = $55.

• Conclusion: The higher the steel and aluminum content of the product, the higher the tariff payable.
