Recently, Huangdao Customs, under the Qingdao Customs, discovered a major case of undeclared dangerous goods being exported through the export cargo channel. A total of 24.7 tons of undeclared fireworks were seized, which were smuggled through misdeclaration, evading customs supervision. This serves as a wake-up call!

The misdeclaration methods were extremely secretive, posing significant safety hazards.
On May 21, 2025, Huangdao Customs, under the Qingdao Customs, during an on-site inspection of a shipment declared as "toilets, tiles, washbasins, and gypsum boards," discovered a hidden secret within the container. The criminals only placed a small amount of ordinary goods such as cups and washbasins at the entrance of the container as a disguise. The vast majority of the goods inside were actually fireworks, totaling 24.7 tons!
These illegally exported fireworks were all packaged in ordinary cardboard boxes and plastic woven bags. The owner attempted to evade customs supervision by misdeclaring the goods. However, this act is not only illegal but also presents significant safety hazards!
Strict Requirements for the Export of Dangerous Goods
According to the "Dangerous Goods Name List," fireworks belong to Class 1 dangerous goods (explosives), and their transportation and storage are strictly controlled by the state. The export of fireworks must use compliant dangerous goods packaging and require permission from relevant departments; export procedures can only be processed at ports with the corresponding qualifications.
However, the misdeclaration and export of fireworks in this case seriously violated customs regulations. During transportation, these undeclared fireworks could easily cause explosions if they collide, rub, or encounter high temperatures, endangering lives and transportation safety.
Extremely Serious Legal Consequences
The act of misdeclaring dangerous goods for export not only endangers public safety but also faces severe legal sanctions:
• Fines: Fines of 5%-20% of the value of the goods may be imposed. • Confiscation of Goods: The goods involved will be confiscated.
• Criminal Liability: In serious cases, those responsible will be investigated for criminal liability. • Confiscation of Goods: The goods involved will be completely confiscated.
• Criminal Liability: In serious cases, the relevant responsible persons will also be prosecuted for criminal liability.
Strict Customs Supervision and Crackdown
Customs departments have been cracking down on illegal activities such as misdeclaration, underreporting, and concealment. In recent years, customs has repeatedly seized similar cases of misdeclared dangerous goods for export, and illegal enterprises have all been severely punished by law. Customs reminds everyone not to take chances and attempt to evade supervision through misdeclaration or underreporting. Customs' supervision methods are becoming increasingly advanced, and the intensity of supervision is increasing; no illegal acts can escape the law.
Shipper's Compliance Responsibilities
As the shipper, you are the first responsible party for the export of goods. You must strictly abide by relevant laws and regulations, truthfully declare goods information, and ensure the safe transportation of goods. Here are some important reminders:
• Understand the Nature of Goods: Before exporting, be sure to understand the nature of the goods, especially whether they are dangerous goods. If uncertain, consult a professional testing agency or customs department.
• Truthful Declaration: Strictly follow customs requirements and truthfully fill out goods information; do not misdeclare, underreport, or conceal.
• Compliant Packaging: Dangerous goods must use compliant dangerous goods packaging and be labeled according to regulations.
• Choose Legitimate Channels: Ensure that goods are exported through ports with the corresponding qualifications to avoid unnecessary trouble and losses due to illegal operations.
Safety is paramount, and compliance is key. Misdeclaring dangerous goods for export not only brings huge legal risks and economic losses but may also endanger the lives of others. We urge all shippers to improve their legal and safety awareness, strictly abide by relevant regulations, and jointly maintain a good trading order and public safety.
If you have any questions about goods declaration, please feel free to consult the customs department or a professional customs broker. Let's work together to ensure that every export is safe and compliant!
Finally, we remind everyone again: Comply with regulations, safety first!
