Recently, the European Commission has issued several new policies on the import of goods in order to strengthen the protection of the EU market.

According to Reuters, on Tuesday (5th) local time, the European Commission issued an emergency notice stating that it plans to start customs registration of pure electric vehicles (BEVs) imported from China.
According to the report, this is part of the EU's "countervailing investigation" against Chinese electric vehicles. If the final investigation finds that Chinese trams have received so-called "unfair subsidies", the EU may impose "retroactive duties" on these registered imported vehicles ".

The document issued by the European Commission claims that since the EU launched an investigation into Chinese trams in October last year to January this year, China's imports of electric vehicles have increased by more than 10% year-on-year, which "may" cause "losses" to EU manufacturers. Customs registration will be used to trace back and take measures against relevant Chinese trams in the future.
According to a notice issued on the official website of the European Commission on Tuesday, the registration mainly involves new battery electric vehicles from China with 9 seats or less and driven only by one or more electric motors. Motorcycle products are not under investigation.
The notice also claims that the EU has "sufficient" evidence that Chinese electric vehicles are receiving subsidies. However, the document only mentions that EU imports of Chinese electric vehicles have "significantly increased" since the investigation was launched in October last year ".
According to European Commission data, between October 2023 and January 2024, the EU imported a total of 177839 Chinese electric vehicles.
Compared with the coverage of the "countervailing investigation" period (October 2022 to September 2023), the average monthly import volume increased by 11%; Compared with the same period from October 2022 to January 2023, the average monthly import volume increased by 14%.
The notice stated that the European Commission believes that if imports from China continue to grow at this rate before the end of the investigation, EU producers may suffer "irreparable losses". Therefore, it is "necessary" to implement customs registration measures for imported electric vehicles in China to prepare for possible retroactive measures.

New requirements for goods entering the EU
From June 3, 2024, the EU's new customs pre-entry security system, the Import Control System 2 (ICS2), will introduce new processes for goods entering the EU's 27 ports of destination, as well as Norway, Switzerland and Northern Ireland, by sea, inland waterways, road and rail.
ICS2 is a new EU Customs Advance Cargo Information System that adapts to global business models by improving data-driven customs security processes to facilitate the free flow of trade.
The system will collect data prior to the arrival of all goods entering the EU. EU customs authorities will use this system to strengthen the protection of EU citizens and domestic markets against security threats.
This is the third phase of the implementation of the ICS2 system, which extends the requirement to submit information to all modes of transport.
ICS2 Phase III Implementation Window:
Step 1: 3 June 2024-4 December 2024, Maritime and Inland Waterway Carriers
Step 2: December 4, 2024 to April 1, 2025, maritime and inland waterway transport freight forwarding company declarant
Step 3: 1 April 2025-1 September 2025, road and rail carriers

HS Commodity Code (6 digits): Standard code used to identify goods in international trade
Detailed description of the goods: Provide a specific, complete and accurate description of the goods so that customs authorities can identify the goods
EORI of the consignee within the EU: EU economy registration and identification number, unique throughout the EU, issued by the customs of EU member states to import and export companies or personnel
Consignee's detailed address: including street name, city, province, zip code and country
